It's Vectorman, the eponymous hero from the 1995 Sega Genesis/Mega Drive videogame "Vectorman" , as well as it's sequel, "Vectorman 2" released in 1996. Both games were developed by Bluesky Software and published by Sega.

I didnt have enough frames to do what i wanted i suppose. the idea was she could slide around on the landing gear wheels.
I cant just shif frames though. id have to reanimate the whole lower body to make that change
